The PANorama Caribbean Music Fest 2006 headlined steel pan virtuosos Gary Gibson, Tom Miller, Jit Samaroo and the Samaroo Jets, with a workshop and a mass steel pan performance on Friday. Saturday featured the pan competition, where bands ranged from elementary to college to community groups from all around the country competed in various categories, all hoping to win the grand prize trophy for Best Overall Band. Positive Vibes Youth Steel Orchestra from Mitchellville MD emerged victorious. The judges were Tom Miller and Gary Gibson. PANorama Caribbean Music Fest has been presented by the Virginia Arts Festival and Beachevents, and sponsored by Kyle Dunleavy Steel Drums, Mallet Man, Panyard Inc., PAC, the City of Virginia Beach, Live Nation, and Beachevents.
